Enabling and impeding factors for organizational adaptive capacity – a review of the literature

Organizations responsible for maintaining critical societal functions must be able to handle both events that can be foreseen and events that come more or less as surprises. Therefore, proactive risk management strategies that build on capacity to adapt to new and unforeseen circumstances must complement strategies that build on the ability to plan for events that can be anticipated on beforehand. In this paper, a literature review is presented of factors that are claimed to enable or impede organizational adaptive capacity. The identified factors, which varied greatly in character, were grouped in six themes: 1) Resources 2) Organizational structure 3) Trust, 4) Diversity, 5) Experience. The identified factors can be used as a starting point for developing methods to assess adaptive capacity or how to improve adaptive capacities in organisations. At the same time, more research is needed on how these factors interrelate with each, with the goal of developing a systemic understanding of enabling and impeding factors for adaptive capacity.
