Joint Critical Infrastructure Workshop

CenCIP anordnar en gemensam ISF-workshop med Skövde Högskola med inriktning mot Kritiska Infrastrukturer.

Joint ISF Workshop on Protection of Critical Infrastructures

Critical infrastructure such as the power grid, the traffic network, healthcare,
water supply and others are vital for keeping the society striving. The Joint ISF Workshop presents
and discusses intermediate results from two Swedish projects funded by the Internal Security Funds
(ISF). Both projects investigate methods to better protect Swedish critical infrastructures in a
complementary way:

ELVIRA : This project investigates methods to forecast cascading effects of cyber attacks on the
Swedish power grid. A combined model of the IT and power grid components is developed from which
simulation models are derived to assess the vulnerability of the power grid. The project is carried out
by the University of Skövde and Combitech AB.

CENCIP ISF : This project investigates the dependencies between several critical infrastructures such
as the communications network and the power grid and how disruptions have an effect on the
well-being of the society. This project is carried out by the University of Lund.

Hence, CENCIP ISF and ELVIRA are complementing each other. ELVIRA focusses on a single (but
complex) critical infrastructure upon which many other infrastructures depend upon. CENCIP ISF has
a comprehensive view and assess the effects of disruptions in certain critical infrastructure on the
society.

Together, the projects create a knowledge base on how to protect critical infrastructures against
attacks or natural threats. This knowledge is made available to decision makers and to operators of
critical infrastructures. This workshop is part of our effort to pass on the knowledge gained so far. You
also have the opportunity to assess our project results and provide guidance on where we should put
invest our efforts in order to provide solutions relevant to your infrastructure protection needs.
Participation of infrastructure domain experts to this workshop is free but requires a registration. The

Invited Talk: Cyber Security for Industrial Control Systems, Tomas Lindström, ABB
Tomas Lindström has 25+ years of experience of R&D for Industrial Control Systems, and 10+ years
of experience of cyber security for such systems. Since 2010 he is Cyber Security Manager for ABB’s
business unit Control Technologies, working with cyber security for the products, projects and
services from the Business Unit, primarily for ABB’s control system ABB Ability™ System 800xA.
For an industrial control system Cyber Security needs to be addressed in all phases of a system’s life
cycle and by all involved parties. The system vendors need cyber security processes during the
product development. The system owners need to know how to select the appropriate security
solutions to provide the desired risk reduction. The installation project teams need to be able to deploy
systems in a secure way. Teams involved in the maintenance of the systems need solutions to keep
systems secure over time, be it the system owner or appointed service suppliers. The session will
describe considerations for all these phases.

How to address interdependent National Critical Infrastructures?
This presentation introduces the aim and the context of the EU ISF project “Interdependent National
Critical Infrastructures”. The project started in May 2017 and aims at: 1) enabling modelling and
simulation of some of our national critical infrastructures in order to assess the effects of
interdependencies between infrastructures and 2) how this type of approach can be utilized for
improved risk governance of shared risks across infrastructure owners. Methods and approaches
towards this end will be presented and discussed.

Workshop on Critical Infrastructure Interdependencies
The aim of the workshop is to get valuable input from critical infrastructure operators. It focuses on
discussing opportunities and challenges with modelling and simulating our interdependent critical
infrastructures, e.g. for supporting decision making, gaining access to data, establishing appropriate
granularity of models and dealing with confidentiality issues. Further, the perceived usefulness of this
type of approaches for guiding mitigation efforts addressing infrastructure interdependencies is also
covered.
